I'm not sure how it counts each voter versus each voter's 2 votes. Maybe members either aren't voting twice, or don't know that they can vote twice????

Everyone is allowed two votes. 67 voter means the total votes (if everyone voted twice) would be 134. Obviously, not everyone is voting twice.
