I don't think anybody is talking about it because everyone just does it. Windage trays have been on factory Chevy motors since the 90s. Ford has been using them too. It's probably the same as talking about the dipstick, it's just a part of the assembly process. There are a variety of aftermarket ones available, just like oil pans... so they'll talk about bolt length, oil pickup tubes, dipstick clearance.. things like that, but putting the windage tray in is a given.
FWIW - crank scrapers, in some form or fashion, are incorporated into those very windage trays, so for most folk, they've become one in the same. I think most guys were using scrapers to improve oil pressure and allow them to run less oil... Not sure how much that is a problem for anyone anymore.
